Fallin delivered the vetoes late Wednesday. She signed two other measures into law.

In her veto message, Fallin said annual leave encourages a healthy work-life balance and that the bill "transforms leave time into a commodity."

She also vetoed bills dealing with the transfer of prisoners in need of medical treatment, procedures for initiative petitions, the creation of theOklahoma Construction Registry Act, and a measure that exempts some students from end-of-instruction exams.

She signed a bill requiring divorcing couples with children to attend an educational program and another that exempts the sale of gold, silver and other precious metals from sales taxes.
